
Elliott Balch

Elliott Balch is a community builder with a passion for economic development and infrastructure. As Chief Operating Officer at the Central Valley Community Foundation, Elliott enables and oversees CVCF’s programmatic growth, innovative investment practices, staff talent recruitment, and team decision-making processes.
Previously, as the City of Fresno’s Downtown Revitalization Manager, Elliott played a lead role in the funding, design, and approval of the new Fulton Street and other infrastructure projects; forming a property assessment district; land use planning; and working with developers on projects.
Prior to joining the City, Elliott held staff positions in the California State Legislature while helping lead downtown revitalization efforts as a volunteer. A small business owner and Fresno native, Elliott holds a master’s in public policy from the University of Chicago, and a bachelor’s in physics from Harvard College.
